This informational report seeks to examine the current state of the initiative to allow JET Programme participants to re-contract for up to 5 years, and to re-examine the issues addressed in the May 2003 report on the initiative (“Fourth Year ALT Participants Report”). The points to be addressed fall into two main categories: the recruitment and selection process (with regard to distribution of information, procedures, the resulting number of JETs in 4th and 5th year positions) and the state of current 4th and 5th year JET positions (with regards to utilization, resource availability, and expectations).

This report has been compiled to look into the procedures followed in various different prefectures regarding ALTs who wish to change their JET Programme job type to become CIRs. Every year there are ALTs who apply to make this change, but not all of them encounter a smooth application process. This report will examine several issues including:
• The application process;
• The selection / interview process, and;
• Policies towards job type changes followed by Contracting Organisations nationwide.

We will also make some suggestions to CLAIR that might help in improving the job type change procedure overall.

3. 全国の契約団体は職種変更に対するポリシー
そして職種変更のプロセスを改善するための意見を提案したいと思います。
